TESTED
Plugged in and measured with a multimeter: 18.97 VAC between the two outer pins of the 3-pin output plug. That's an open-circuit (no load) reading, so a bit above the 16.7 V rating is normal for a transformer.
Center pin of the output plug is continuous to mains ground.
Not tested under load or with a PCjr (I don't have one to try it on).
